Racing Incident Report

From a wide barrier, KEEN VENTURE was steadied and shifted across behind runners soon after the start.
BULLISH GLORY began awkwardly and shifted out, crowding DYNAMISM onto LUCKY GIRL which became unbalanced. Then, despite being hard ridden, LUCKY GIRL failed to muster speed.
Approaching the 1400 Metres, LUCKY GIRL had to be steadied and lost ground when crowded for room between SEASONS BLOOM which shifted in slightly when awkwardly placed inside the heels of BOOMING DELIGHT and DOYENI which, after being brushed on the hindquarters by LUCKY GIRL, was inclined to lay out.
Approaching and passing the 500 Metres, DOYENI lost ground after being awkwardly placed outside the heels of RODRICO.
BEAUTY WAY was held up for clear running in the early part of the Straight.
After being disappointed for running between BEAUTY WAY and RODRICO approaching the 200 Metres, GONNA RUN was directed back to the inside of the heels of BEAUTY WAY to continue improving.
Over the concluding stages, SEASONS BLOOM was inclined to lay in under pressure and close to the winning post was awkwardly placed inside the heels of KEEN VENTURE.
When questioned, K Teetan stated that due to the manner in which the track was racing today, with runners on the pace seemingly advantaged, he was asked to ride NASSA in a more forward position. He said in accordance with his instructions he pressed forward on NASSA in the early stages and at the 1200 Metres felt that the rider of BOOMING DELIGHT was positioning his mount to take up a position near the rail which would have afforded NASSA a trailing position behind EASTERN EXPRESS. He said however that BOOMING DELIGHT then maintained its position behind EASTERN EXPRESS which left NASSA racing wide and without cover. He added, despite enduring a hard run three wide, NASSA was able to sustain its run in the Straight and had finished off the race well.
When questioned regarding the performance of EASTERN EXPRESS, J Moreira stated that, from a wide barrier, he rode EASTERN EXPRESS positively in the early stages and was able to assume a position one horse off the rail outside of BEAUTY WAY. He said the pace during the early and middle stages was quite strong and combined with carrying top weight, this, in his view, was the reason that EASTERN EXPRESS was not able to finish off its race in the Straight. A veterinary inspection of EASTERN EXPRESS immediately following the race did not show any significant findings.

The Stewards opened an inquiry into Apprentice K K Chiong’s riding of DOYENI in the Straight. After taking evidence from Apprentice Chiong, the inquiry was adjourned until a date to be fixed to allow Mr K W Lui, the allocated trainer of Apprentice Chiong, to be present.
KEEN VENTURE and BOOMING DELIGHT were sent for sampling.

<26/5/2017 "DOYENI" INQUIRY>The Stewards today continued their inquiry into Apprentice K K Chiong’s riding of DOYENI in the Home Straight in the Lotus Handicap which was run at Sha Tin Racecourse on Sunday, 21 May 2017. Further evidence was today taken from Apprentice Chiong with evidence also being taken from Mr K W Lui, allocated trainer of Apprentice Chiong, and Mr A S Cruz, trainer of DOYENI. A written authority for Mr Cruz to represent the interests of Ms Yeoh Saw Kheng, the owner of DOYENI, at today’s inquiry was tendered.
Apprentice Chiong was charged with having breached Hong Kong Rule of Racing 99 (2) and (5) in that as the rider of DOYENI in the stated race, she did fail to take all reasonable and permissible measures throughout the race to ensure that DOYENI was given a full opportunity to win or to obtain the best possible placing in the field.
The charge against Apprentice Chiong was particularised as follows:-
1. That after passing the 400 Metres she did direct DOYENI outwards away from clear and uninterrupted running between RODRICO and NASSA when it was both reasonable and permissible for her to have improved into such clear and uninterrupted running.
2. That after directing her mount away from such clear and uninterrupted running between RODRICO and NASSA, DOYENI was held up behind NASSA approaching and passing the 300 Metres.
3. That after being shifted to the outside of the heels of NASSA after passing the 300 Metres, she did fail to improve into clear and uninterrupted running between that horse and SEASONS BLOOM when it was both reasonable and permissible for her to have done so.
4. That after failing to improve between NASSA and SEASONS BLOOM after passing the 300 Metres, she did then permit DOYENI to shift out behind SEASONS BLOOM approaching and passing the 200 Metres, causing DOYENI to be held up and awkwardly placed behind that horse.
5. That by riding DOYENI in the manner in which she did from after passing the 400 Metres until after passing the 200 Metres, she did fail to take all reasonable and permissible measures to ensure that DOYENI was given a full opportunity to win or to obtain the best possible placing in the field.
Apprentice Chiong pleaded not guilty and was granted an adjournment to allow her to prepare a defence to the charge. Accordingly, the matter was adjourned until a date and time to be fixed.

<7/6/2017 "DOYENI" INQUIRY>The Stewards today concluded their inquiry into Apprentice K K Chiong’s riding of DOYENI in the Home Straight in the Lotus Handicap which was run at Sha Tin Racecourse on Sunday, 21 May 2017.
At the previous hearing on 26 May 2017, Apprentice Chiong pleaded not guilty to being in breach of Rule of Racing 99 (2) and (5) and was granted an adjournment to prepare a defence to the charge. At today’s resumption, the Stewards considered further evidence from Apprentice Chiong and from Mr K W Lui, Apprentice Chiong’s allocated trainer, as well as written submissions tendered by Apprentice Chiong.
Having considered all of the evidence, the charge against Apprentice Chiong was sustained and accordingly she was found guilty of the charge issued on 26 May 2017. In the circumstances, the Stewards considered the appropriate penalty was for Apprentice Chiong’s licence to ride in races to be suspended for a period to commence on Thursday, 8 June 2017 and to expire on Sunday, 2 July 2017 on which day she may resume race riding. During this period, there are 7 racemeetings scheduled to be conducted in Hong Kong.
