Racing Incident Report

CONSORT was slow to begin.
ROCKETEER lifted its front feet off the ground as the start was effected and consequently began only fairly. ROCKETEER was then steadied away from the heels of MARVEL HERO shortly after the start when that horse was taken in by CIRCUIT LAND.
Passing the 400 Metres, NASSA raced tight between HORSE OF FORTUNE and ROCKETEER.
Passing the 200 Metres, ROCKETEER, which was laying out when giving ground, was momentarily steadied away from the heels of EAGLE WAY which shifted in.
In the Straight, HELENE CHARISMA hung in and proved difficult to ride.
Throughout the race, DOYENI travelled wide and without cover.
After the race, K Teetan reported that ROCKETEER did not appear to appreciate today’s surface as the horse did not travel comfortably at any stage and in the Straight lay out under pressure. A veterinary inspection of ROCKETEER immediately following the race did not show any significant findings.
When questioned, U Rispoli stated that he was asked to ride HARBOUR MASTER positively and, if possible, to lead the race if the tempo was not fast, however, if another horse was intent on leading, then he should position HARBOUR MASTER outside that horse. He said in accordance with his instructions, from a wide barrier, he rode HARBOUR MASTER along in the early stages and was able to clear runners to his inside passing the 1600 Metres. He said after the 1400 Metres he was able to shift in to race outside TIME WARP and as the tempo of the race was good, he elected to sit off that horse rather than to continue forward. The Stewards adjourned this matter until they are able to interview Mr J Moore, the trainer of HARBOUR MASTER, who was not present on course today.
NASSA and TIME WARP were sent for sampling.
<19/11/2017 5 November 2017 Sha Tin Racemeeting – Race 7 (169)> The Stewards today questioned Trainer J Moore regarding the tactics adopted on HARBOUR MASTER in this race. Mr Moore said that HARBOUR MASTER had not been running on in its previous starts this campaign and he felt that it would be in the best interests of HARBOUR MASTER for it to be ridden positively in the early stages to see whether this would benefit the horse. He said HARBOUR MASTER has not possessed a turn of foot of late and he felt that were the horse to settle back in this race and for the race to be run at a leisurely tempo, HARBOUR MASTER would not be able to quicken and therefore its chances in the race would be adversely affected. He said he felt that the horse’s wide barrier of 13 provided an opportunity for the horse to obtain a forward position and therefore after discussing the matter with the owners of HARBOUR MASTER, he instructed Jockey U Rispoli accordingly. Tendered at today’s inquiry was a letter from Mr K Y Chow, part-owner of HARBOUR MASTER, advising that he was supportive of the decision for HARBOUR MASTER to be ridden in a more forward position than is usual. Mr Moore said he did not anticipate that the race would be run at such a fast tempo as it was and therefore the fact that the horse was under pressure prior to the Home Turn was understandable. He did say however that he believed that DOYENI improving in a three wide position outside HARBOUR MASTER in the early and middle stages had significantly contributed to the tempo of the race being fast during the relevant stages of the race. He added that it is his intention for HARBOUR MASTER to continue to be ridden in a prominent position in races of a similar distance and that the horse will continue to be ridden along in the early stages in an endeavour to obtain a forward position. Mr Moore was advised that his explanation would be reported and that given the manner in which HARBOUR MASTER was ridden in this race compared with the way in which the horse was ridden when successful, albeit not in recent times, the Stewards will closely monitor the riding tactics adopted on HARBOUR MASTER in the future and were there to be any significant departure from those tactics, the Stewards reserve the right to revisit the matter. Mr Moore was reminded of the need for horses to be ridden in such a manner that they are able to finish off the race as best as they are able and are not disadvantaged by the tactics adopted.
