Racing Incident Report

MENTOR was withdrawn on 21.3.02 on veterinary grounds (fractured both near fore sesamoids). In accordance with the usual practice, all the runners were assembled in the sand yard before being brought to the saddling area. Whilst in the assembly area, JOKERS WILD got loose, sustained injuries to its hindquarters. On veterinary grounds the horse was withdrawn by order of the Stewards. After being boxed, FORTUNE PRIZES became fractious and sprung the front gates of its stall. About the 300 Metres, RACE TO HONOUR and FORTUNE PRIZES brushed. Near the winning post, RACE TO HONOUR was steadied and shifted in to avoid MR BASKETBALL. The Stewards deferred the weighed-in declaration as they were of the prima facie view that DARWIN (S Dye), first placegetter, may have caused sufficient interference to INDUBITABLY BLISS on straightening which cast doubt on whether DARWIN should be declared the winner of the race. After viewing all the available videos and after all members of the Panel had expressed their opinions, the Stewards believed this was not an appropriate case in which they should exercise their special powers under Rule 123, accordingly weighed-in was semaphored, confirming the Judge's placings. While it did not influence the decision of the Stewards to exercise their powers under Rule 123, it should be noted that neither F Coetzee nor the connections of the second placegetter, INDUBITABLY BLISS, lodged a protest/objection. However, before deciding not to object, F Coetzee did view the available films and was of the view the major contributor to any interference that did occur was INDUBITABLY BLISS shifting out. It was established that just after straightening, DARWIN shifted in and brushed INDUBITABLY BLISS. Shortly after this, INDUBITABLY BLISS shifted out and bumped the hindquarters of DARWIN, causing that horse to be momentarily turned and also causing INDUBITABLY BLISS to be unbalanced. Then near the winning post, INDUBITABLY BLISS, which was continuing to lay out, again shifted out to be unbalanced on the heels of DARWIN.
