Racing Incident Report
For a short distance near the 400 Metres, CUPID raced tight between BELLAGIO which was giving ground and BILLION DELIGHT. In the Straight, DON SEBASTIAN hung in. The Stewards delayed the declaration of weighed-in. They were of the opinion that there may have been reasons to declare RAINBOW AND GOLD a non-starter. On reviewing all the available films, the Stewards formed the opinion that RAINBOW AND GOLD before the gates opened had its head turned to the near side and down and in the circumstances in their opinion had had an unfair start and accordingly they deemed it to be a non-starter [Rule 28(ix)].
