Racing Incident Report
The Stewards tonight interviewed Mr J Moore, trainer of LOMBARD which had been declared to run in the race. Evidence was also taken from Mr F Wong, the assistant trainer to Mr Moore. LOMBARD had suffered a bleeding attack whilst racing at Happy Valley on 16 January 2002. After declaration time it was established that the horse had used the small All Weather Track for exercise on 9, 11 and 12 March 2002. This work is contrary to Stewards Instruction 8 as LOMBARD should not have used the training track for two months after it had bled. Mr Moore pleaded guilty to having breached Stewards Instruction 8 in that as the trainer of LOMBARD, he allowed the horse to use the training track when it was not eligible to do so. For his breach of the Instruction, Mr Moore was fined $30,000. He was further told LOMBARD will be stood down from racing until 22 July 2002. During the first month of this period, LOMBARD will be restricted to using the horse walkers, the lungeing ring and both trotting rings. During the final month of the ban imposed on LOMBARD, the horse will be able to use the facilities mentioned previously, plus the swimming pool, the aquatred, the grass, the small All Weather Track and the large All Weather Track. As the Stewards were concerned that LOMBARD may have worked in contravention of the regulations, it was decided that the horse be withdrawn on 21.5.02 and replaced by Standby Declared Starter RORY'S BID (A Marcus). RORY'S BID missed the start, was then further inconvenienced by AFFAIRE D'AMOUR which was taken out abruptly by MARSHALL SPIRIT. KONRAD THE GREAT was slowly away. Just after the start, RORY'S BID and BULLISH came together. Near the 600 Metres, MARSHALL SPIRIT got its head on the side, shifted out and was momentarily awkward inside LONGMARK.
