Racing Incident Report

Just before the runners were due to be loaded into the starting stalls, the Club's Starter, Mr P Waldron, made contact with the Racing Stewards and stated that E Legrix (EXPEDIENT) had said he was not happy with the state of the track and was reluctant to ride. Mr Waldron was told if E Legrix was not prepared to fulfil his engagement, he should return to the Parade Ring. Shortly after this, the majority of riders expressed the view to the Starter that the track conditions were unsatisfactory and in their opinion, the going was not safe and they were not prepared to ride. Subsequent to this message, the Racing Stewards decided that all riders should return to the Parade Ring. It was then decided the race be abandoned and the appropriate bets be refunded. Subsequently all riders and the Starter were interviewed. The riders collectively said the track up until after the running of Race 7 was safe and they had no complaints. They formed the opinion that the rain which had fallen during the running of Race 7 and before the advertised starting time of Race 8 had left a lot of surface water on sections of the track and because of the lack of grass, they felt the horses would not get a proper grip and therefore to race through the conditions would not be safe. The riders were told the policy of the Hong Kong Jockey Club has always been and will continue to be not to force anyone to ride against their wishes. However, they were reminded of their obligations to the Club, to owners and trainers and to the racing public of Hong Kong.
