Racing Incident Report

On the way to the Start, Apprentice S K Sit was dislodged from NOBLE
GLORY. The horse got loose, worked some distance and after being caught was
examined by the Veterinary Surgeon and on his advice was withdrawn by order of
the Stewards. Whilst parading behind the Start, H K Yim was dislodged from
LEPRECHAUN TOO. The horse worked to the end of the 1800 Metre chute, after
being caught, was returned to the Start, examined by the Veterinary Surgeon and
after the necessary consultations he said the horse in his opinion was suitable to
race. CAPITAL GAIN left the gates very awkwardly and threw its head about, then
hung in throughout. In the Straight, IN THE MONEY hung in. The Stewards
deferred the declaration of weighed-in. They were of the prima facie view that an
incident had occurred over about the last 200 Metres which cast sufficient doubt on
whether CHAMP DRAGON should be declared the winner of the race. They
decided that there was justification to have the matter resolved formally and openly
at a protest/objection hearing (Rule 123). E Saint-Martin, the rider of WISE
CHOICE, 3rd placegetter, also lodged a protest/objection against CHAMP
DRAGON (W Woods) being declared the winner alleging interference to his mount
over about the last 200 Metres. Following the conduct of a formal hearing, the
Stewards on all the available evidence were of the opinion that CHAMP DRAGON
did race ungenerously and shift some ground over about the last 200 Metes and had
caused some interference to WISE CHOICE. They were also of the view that WISE
CHOICE itself raced ungenerously over about the last 200 Metres and was inclined
to hang in. They did not consider, bearing in mind the one length margin between
the two horses at the finish, that WISE CHOICE would have finished in front of
CHAMP DRAGON had the interference that it suffered did not occur. Therefore
the protest/objection was overruled and accordingly the Judge's placings as
semaphored were confirmed. Y T Cheng (SHANGHAI FRIEND) said the horse
missed the start, then in the early part of the Straight the saddle shifted back slightly.
He did say however this did not place him at any great disadvantage. He said in the
early part of the Straight, he was able to improve inside CHIU CHOW HERO, but
then about the 200 Metres was not able to find running and shifted out a long way to
find ground and go forward. He said by the time he was able to find clear running,
the race was all but over. He went on to say in the Straight SHANGHAI FRIEND
was inclined to hang in and then made it difficult for him to shift the horse into the
clear. The explanations were accepted. Mr T K Ng, trainer of SPEED WINNER,
Mr Y O Wong, trainer of SUPER WONGCHOY, and Mr G Lane, trainer of
LEPRECHAUN TOO, were told the performances of their respective horses had
caused a lot of concern. Should they not perform competitively next time they are
produced, action will be taken against them. After the race, it was noted that WISE
CHOICE had lost its off side front plate.
