Racing Incident Report
AUTHORISED, which was not standing well, left the gates very awkwardly and threw its head about. Apprentice S K Sit then took some time after the start to re-balance the horse and settle it. LUCKY CHARM missed the start slightly and got its head up. Just after the winning post the first time, FRAME'S PEOPLE shifted in and bumped LUCKY CHARM. Turning out of the Straight the first time, MAJESTIC WARRIOR was checked as MY FRIENDS SAY (Apprentice K C Tsang) shifted in when not clear. At the conclusion of the inquiry, after taking evidence from Apprentice K C Tsang, W M Lai (MAJESTIC WARRIOR) and from Mr L Fownes, the allocated Trainer of Apprentice K C Tsang, the Stewards decided not to take any direct action beyond severely reprimanding Apprentice K C Tsang. He was told in arriving at this decision, the Stewards were conscious that he had spent considerable time away from race riding because of the breach of the Apprentice Hostel Regulations and upon his return to race riding after this incident, he had broken a leg at a track fall and today it was his first day back riding in races. Apprentice K C Tsang was however told should he be found guilty of the careless riding rule during the rest of the season, today's matter will most definitely be used in mitigation against him. In the early stages, LUCKY CHARM proved difficult to settle, made the turn near the 1000 Metres awkwardly and shifted out away from the heels of MAJESTIC WARRIOR. Near the 600 Metres, FRAME'S PEOPLE became unbalanced when crowded between MAJESTIC WARRIOR which became awkward just inside the heels of RED IN GREEN and momentarily shifted out and AMERICAN CHAMPION which momentarily followed DIAMOND AND GOLD in. The occurrence in the opinion of the Stewards was clearly accidental. After the 100 Metres, WINNINGCOMBINATION shifted in in an endeavour to find running, in doing so caused some inconvenience to LUCKY CHARM. As a result of WINNINGCOMBINATION inconveniencing LUCKY CHARM, W Woods stopped riding and straightened. R Fradd (FRAME'S PEOPLE) pleaded guilty to a breach of Rule 190(v) in that he misconducted himself when weighing in after the race. The misconduct being the heated remarks he directed at Jockey D Whyte and his gesturing towards D Whyte, in addition his stepping on and off the scales several times. For the breach of this Rule, R Fradd was fined $20,000.
