Racing Incident Report

BROSE'S HONOR and KING'S PATROL were slow to begin. On jumping, GREAT KID was bumped by OPTIC CHIEF which shifted out. Shortly after the start, ENCHANTED EVENING, PEARL AND GOLD and GREAT KID were crowded for room between SUPER BEST and OPTIC CHIEF which shifted out away from WATCH KING which itself shifted out. In the circumstances, no action was taken. Making the Home Turn, GREAT KID hung out. Throughout the race, TELECOM TYCOON raced in a forward position but wide without cover. The Stewards deferred the declaration of weighed-in as they were of the prima facie view that an incident occurred between BROSE'S HONOR, first placegetter, and OPTIC CHIEF, second placegetter, after the 100 Metes which had cast doubt on the result of the race. After viewing all the available videos and all members of the Panel had expressed their opinion, the Stewards believed this was not an appropriate case in which they should exercise their special powers under Rule 123 and accordingly weighed-in was semaphored, confirming the Judge's placings. While it did not influence the decision of whether the Stewards should exercise their special powers under Rule 123, it should be noted that neither H K Yim nor the connections of OPTIC CHIEF lodged a protest/objection. At a subsequent inquiry, G Mossé pleaded not guilty to a charge of improper riding in that after the 100 Metres he improperly altered his whip action and on two occasions struck OPTIC CHIEF in the vicinity of its left shoulder. The Stewards acceded to a request of G Mossé that the matter be adjourned to allow the Stewards the opportunity to hear from further witnesses. As such the inquiry was adjourned until Sunday 2 November 2003 at 12 noon at the Sha Tin Racecourse. GREAT KID, BROSE'S HONOR and OPTIC CHIEF were sent for sampling.
