Racing Incident Report

CHATER PINS lifted its front feet off the ground as the start was effected and consequently lost ground.
BLOTTING PAPER began awkwardly and then was crowded for room on jumping between SMART FOLKS and LADY FIRST which shifted out after being bumped by SUPER FAST.
From the outside barriers, V CHEVALIERS, DOUBLE TAKE, PIANO SOLO and FAIRY FLOSS were all steadied in the early stages to obtain cover.
LONDON LUCKYSTAR was also steadied in the early stages to obtain cover and after the 1200 Metres was left racing wide and without cover.
At the entrance to the Straight, LONDON LUCKYSTAR was bumped by FAIRY FLOSS (J Moreira) which shifted out to obtain clear running. When LONDON LUCKYSTAR was bumped, K C Leung, the rider of that horse, became unbalanced. J Moreira was severely reprimanded and told to exercise more care when shifting ground in similar circumstances.
After the race, K Teetan (JADE THEATRE) reported that, in his opinion, the horse had failed to see out the distance of today’s race. A veterinary inspection of JADE THEATRE immediately following the race did not show any significant findings.
Also after the race, Apprentice K H Chan was unable to offer any explanation for the disappointing performance of DOUBLE TAKE. He said, as is usual, DOUBLE TAKE travelled in the rear half of the field, however, after being placed under pressure approaching the 600 Metres, the horse did not respond to his riding and failed to finish off the race. A veterinary inspection of DOUBLE TAKE immediately following the race did not show any significant findings.
The Stewards opened an inquiry into A Badel’s riding of V CHEVALIERS, particularly in the Home Straight. After taking evidence from Jockey Badel, Mr K L Man, the trainer of V CHEVALIERS, and Mr W H Ip, assistant trainer allocated to Mr Man’s stable for the current racing season, the Stewards adjourned the inquiry until a date to be fixed. A veterinary inspection of V CHEVALIERS immediately following the race did not show any significant findings.

FAIRY FLOSS and SUPER FAST were sent for sampling.
<10/6/2021 Adjourned Inquiry - V CHEVALIERS>The Stewards will continue their inquiry into Jockey A Badel’s riding of V CHEVALIERS, particularly in the Home Straight, in the Ping Tin Handicap (Race 733) conducted at the Sha Tin racemeeting on Sunday, 6 June 2021 at the Happy Valley Inquiry Room tomorrow at 9:00 am.
<11/6/2021 "V CHEVALIERS" INQUIRY>The Stewards today continued their inquiry into A Badel’s riding of V CHEVALIERS in the Ping Tin Handicap which was run at Sha Tin Racecourse on Sunday, 6 June 2021. Further evidence was today taken from Jockey Badel and Mr K L Man, the trainer of V CHEVALIERS. Evidence was also taken from Ms Chan Wing Sum, a member of the Musketeers Fraternity Syndicate, the owner of V CHEVALIERS.
A Badel was charged with having breached Hong Kong Rule of Racing 99 (2) and (6) in that as the rider of V CHEVALIERS in the stated race, he failed to take all reasonable and permissible measures throughout the race to ensure that V CHEVALIERS was given a full opportunity to win or to obtain the best possible placing in the field.
The particulars of the charge being:-
1. That he did fail to ride V CHEVALIERS out from near the 300 Metres and until passing the 200 Metres when it was both reasonable and permissible for him to have ridden V CHEVALIERS out with the necessary vigour and purpose.
2. That by having not ridden V CHEVALIERS out and with the necessary vigour and purpose from near the 300 Metres and until passing the 200 Metres, he did fail to take all reasonable and permissible measures to ensure that V CHEVALIERS was given a full opportunity to win or to obtain the best possible placing in the field.
The Stewards immediately adjourned the inquiry until a date and time to be fixed at which time Jockey Badel will be asked to enter a plea to the charge.
<16/6/2021 Adjourned Inquiry - V CHEVALIERS>The Stewards will continue their inquiry into Jockey A Badel’s riding of V CHEVALIERS in the Home Straight in the Ping Tin Handicap (Race 733) conducted at the Sha Tin racemeeting on Sunday, 6 June 2021 at the Happy Valley Inquiry Room tomorrow at 9:00 am.
<17/6/2021 "V CHEVALIERS" INQUIRY>The Stewards today concluded their inquiry into A Badel’s riding of V CHEVALIERS in the Ping Tin Handicap which was run at Sha Tin Racecourse on Sunday, 6 June 2021. The inquiry was adjourned on 11 June 2021 at which time A Badel was charged with having breached Hong Kong Rule of Racing 99(2) and (6). The particulars of the charge have previously been published.
A Badel today pleaded guilty to the charge which was issued on 11 June 2021. After hearing submissions on penalty, the Stewards decided that the appropriate penalty was for his licence to ride in races to be suspended for the final 5 racemeetings of the current 2020/2021 racing season. The suspension from riding in races is to therefore commence on Sunday, 27 June 2021 and to expire on Thursday, 15 July 2021 on which day he may resume race riding. In addition, Jockey Badel was fined the sum of $240,000 in lieu of a period of suspension from riding in races incorporating 4 further racedays (9 Hong Kong racedays in total).
The evidence tendered during the inquiry by Mr K L Man, trainer of V CHEVALIERS, and Ms Chan Wing Sum, a member of the Musketeers Fraternity Syndicate, the owner of V CHEVALIERS, was accepted.
