Racing Incident Report

After being boxed, PACIFIC ALLIANCE became fractious, reared and momentarily had its left front leg caught over the adjoining barrier partition. PACIFIC ALLIANCE was removed from its stall and examined by the Veterinary Surgeon who said in his opinion the horse was not suitable to race. Acting on this advice, the Stewards ordered the withdrawal of PACIFIC ALLIANCE. Before being allowed to race again, PACIFIC ALLIANCE will have to perform satisfactorily in a stalls test. JOY TRUMPS jumped awkwardly and on landing became unbalanced. When the gates opened, NOBLE BOSS stood flat-footed and lost a considerable amount of ground. As NOBLE BOSS has performed similarly in the past, the horse will be required to pass a series of consecutive official barrier trials before being permitted to race again. Near the 1800 Metres, SEA TREASURE was steadied to avoid the heels of X-SPEED which was carried in by WIN FORTUNE (Apprentice H W Lai) which shifted ground when not properly clear. Apprentice Lai was reprimanded and advised to exercise greater care. Approaching the winning post on the first occasion, STAR OF NORTHERN, which was proving difficult to settle, got its head up. At the 1200 Metres, JOY TRUMPS and MADE IN HONGKONG were steadied when crowded for room inside WADADELIGHT which was carried in slightly by SEA TREASURE. NOBLE BOSS, which was following, was steadied in consequence. Also at the 1200 Metres, ESPRIT D'OR got its head up and lost ground. In the middle stages, X-SPEED proved difficult to settle. From after the 1200 Metres, SEA TREASURE raced three wide and without cover and on straightening was carried wider by WADADELIGHT which shifted to the outside of X-SPEED to obtain clear running. At the 250 Metres, STAR OF NORTHERN was steadied off the heels of MADE IN HONGKONG. Throughout the race, TEMMOKU raced wide and without cover. When questioned, G Mossé, the rider of PACIFIC ALLIANCE, which had been withdrawn from this race, said he had remained sitting on the inside partition of barrier stall 1 which was left vacant as a result of the withdrawal. He said when the start was effected, NOBLE BOSS which had drawn stall 2 stood flat-footed and after the horse had commenced to jump, he raised his whip and hit the inside of the partition of barrier stall 2. The Stewards after viewing the video footage of the incident were satisfied that the whip of G Mossé had not made contact with NOBLE BOSS, therefore no action was taken, however, G Mossé was told he is to immediately vacate the stalls and not to be in the proximity of the start when it is effected. This matter was brought to the attention of the Starter who was advised to ensure that the riders of any horse withdrawn at the start are not present in the barrier stalls when the start is effected. O Doleuze (JOY TRUMPS) explained from a wide barrier he had been instructed to ride the horse back in the field and on the rail if possible and in the early stages to save ground. He said after beginning badly he immediately shifted JOY TRUMPS onto the rail and near the rear. He said in the middle stages of the race he considered shifting wider on the track, however, he had clear running available in front of him behind ESPRIT D'OR and as there were a number of runners on his outside, he elected to remain racing on the fence. Mr Y O Wong, trainer of JOY TRUMPS, said the instructions issued to O Doleuze were consistent with those issued to riders of the horse previously. He said from a wide barrier he asked O Doleuze not to press the horse in the early stages, obtain a position on the fence if possible and remain racing in that position until near the 800 Metres and if circumstances permitted near the 800 Metres shift wider on the track to improve his position. He said the manner in which today's race was run meant it was not possible for JOY TRUMPS to shift out away from the fence near the 800 Metres and as there was running available in front of the horse he was satisfied that O Doleuze continued to race on the inside of other runners rounding the Home Turn. SEA TREASURE was sent for an official veterinary inspection and sampling. NOBLE BOSS, WIN FORTUNE and LOK WAH TREASURE were sent for an official veterinary inspection. A veterinary inspection of SEA TREASURE, NOBLE BOSS and WIN FORTUNE after the race did not show any significant findings. After the race, LOK WAH TREASURE was examined by the Veterinary Officer. He said the horse was displaying an irregular heart beat and was making an abnormal breathing noise. Before being allowed to race again, LOK WAH TREASURE will have to perform satisfactorily in an official barrier trial and be subjected to an official veterinary examination. COTTON BALL and X-SPEED were sent for sampling.
