Racing Incident Report

SECRET OF WINNING was withdrawn on 25.6.13 by order of the Stewards acting on veterinary advice (lame left front foot) and was replaced by Standby Declared Starter EVERSPRING (A Suborics). Before being allowed to race again, SECRET OF WINNING will be subjected to an official veterinary examination.
Earlier today the Stewards were advised by Dr P Curl, Executive Manager, Veterinary Regulation, that EVERSPRING (P325) had been inadvertently treated with a registered product Sodide at approximately 8:30 this morning. Sodide is a treatment to assist in respiratory issues which does not contain any prohibited substances. However, Regulation 119(b) of the Trainers’ Handbook provides that it is a strictly prohibited practice for horses to be administered any injection on the day in which a horse is racing. As such, EVERSPRING was withdrawn by order of the Stewards. Mr T W Leung, the trainer of EVERSPRING, tonight pleaded guilty to a breach of Rule 50(5) of having failed to fulfil his responsibilities in compliance with the Trainers’ Handbook. The specifics of the charge being that contrary to Regulation 119(b) of the Trainers’ Handbook, he had failed to ensure that EVERSPRING, which was originally a Standby Declared Starter for this race and which was promoted into the field on Tuesday, 25 June 2013, was not injected with the substance Sodide on the morning of Wednesday, 26 June 2013. For this breach, Mr Leung was fined a sum of $20,000. In assessing penalty, the Stewards took into consideration Mr Leung’s guilty plea, the forthright manner in which he gave evidence this evening and that on becoming aware that EVERSPRING had been treated, he immediately notified his allocated Stable Veterinary Surgeon of the oversight. EVERSPRING holds an entry for the Sha Tin racemeeting to be conducted next Monday, 1 July 2013. There is nothing to prevent EVERSPRING from competing at that racemeeting as Sodide does not contain any prohibited substances.
GREAT ALEXANDER shifted out at the start and bumped WINE LOVERS which became unbalanced and in turn shifted out, causing BET ON ME and ALL MY BENEFIT to be crowded for room. A short distance later, BET ON ME was again hampered when awkwardly placed outside the heels of WINE LOVERS which was taken out slightly by GREAT ALEXANDER.
From the outside barrier, TRIUMPHANT DRAGON was taken across behind runners shortly after the start.
Making the first turn after the 600 Metres, WELL DONE, which was proving difficult to settle, got its head up when awkwardly placed inside the heels of D DAY SUPER. In this incident, WELL DONE lost ground, resulting in ALL MY BENEFIT, which was following, being checked away from the heels of that horse, shifting out and making contact with the hindquarters of TRIUMPHANT DRAGON.
Also making the turn after the 600 Metres, LUCKY RED and BET ON ME brushed the running rail, resulting in both horses becoming unbalanced.
Over the concluding stages, SUPER GOAL ELITE and GREAT ALEXANDER raced tight and bumped due to SUPER GOAL ELITE shifting in away from RED LUCKY STAR which got its head on the side and shifted in under pressure.
After the race, the Veterinary Officer reported that WELL DONE had sustained a wound over the back of the right front fetlock.
RED LUCKY STAR and GREAT ALEXANDER were sent for sampling.
