Racing Incident Report

The Stewards deferred the Weighed-In declaration as they were of the prima facie view that BILLION WIN (W M Lai) had shifted out over the concluding stages and caused sufficient interference to cast doubt whether the horse should be declared the winner of the race. After viewing the available videos and having taken into account that none of the riders involved nor the connections of other runners had lodged an objection, the Stewards believed this was not an appropriate case in which they should exercise their power under Rule 151(iv). Accordingly Weighed-In was semaphored, confirming the Judge's placings. At about the 800 Metres, BUMPER STORM, which was inclined to be pulling, became unbalanced when being steadied from behind KEEN WINNER. PEAK POWER, which was following BUMPER STORM, was checked as a consequence. G Mossé (BUMPER STORM) was found guilty of a charge of careless riding. The careless riding being that in the early part of the Straight, he permitted his mount to shift out whilst riding it along. As a consequence of this, PEAK POWER lost the running to which it was rightfully entitled, struck the heels of BUMPER STORM and was checked. G Mossé was suspended from riding in races for a period to expire on Thursday, 1 March 2001 on which day he may resume race riding. The commencement of the suspension was deferred until after the Happy Valley meeting next Wednesday, 14 February 2001. Near the 300 Metres, DANZIGHILL was accidentally hit on the head by the whip of A Starke (HUNTING LAD). About the 300 Metres, COMMANDER CHARLIE was steadied when disappointed for running between NEW TRUMPS and HUNTING LAD. Near the 200 Metres, GONLARGO was steadied and shifted in to avoid ELECTRONIC UNICORN which was shifting out. W M Lai (BILLLION WIN) pleaded guilty to a charge of careless riding. The careless riding being that over about the last 200 Metres, he allowed his mount to shift out whilst riding it along with the whip when not clear of other runners. As a consequence of this, SHAXI FORTUNE, ELECTRONIC UNICORN and HELENE EXPRESS were unnecessarily hampered and carried from the running to which they were rightfully entitled. After taking into account all the circumstances of this case, the Stewards believed that the appropriate penalty was W M Lai be suspended from riding in races for a period to expire on Thursday, 1 March 2001 on which day he may resume race riding. In addition, he was fined $30,000. The commencement of his suspension to ride in races was deferred until after the meeting at Happy Valley next Wednesday, 14 February 2001. ELECTRONIC UNICORN was sent for clinical veterinary examination and routine testing. After the race, the Veterinary Surgeon reported that SHAXI FORTUNE was lame in its near side front leg. Before being permitted to race again, SHAXI FORTUNE will have to perform satisfactorily in an official barrier trial and it will be subjected to an official veterinary examination.
