Racing Incident Report

From a difficult gate, SPLENDID PATROL was obliged to race in a forward position throughout, but wide and without any cover and over the concluding stages dropped out. About the 1200 Metres, PEAK POWER, which was pulling, was steadied when awkwardly placed close to the heels of CLEMENT SUPREME which shifted in slightly. Rounding the Home Turn, DASHING WINNER was awkwardly placed close to the heels of PRIZE WINNER and tight inside PEAK POWER. On straightening, DASHING WINNER was shifted out to find running and then after the 400 Metres was shifted in abruptly to continue going forward, in doing so caused some tightening to PRIZE WINNER which was weakening. In the run to the winning post, SELF FLIT had a tendency to get its head up and shift out. The Stewards deferred the declaration of weighed-in as they were of the prima facie view that CHIU CHOW BROTHER may have had an unfair start and it could be that the horse should be declared a non-runner. On viewing the available video films, it was established that just before the gates opened, CHIU CHOW BROTHER, whilst being held by an attendant, got its head up above the front of the starting gates. When the gates were opened, CHIU CHOW BROTHER was momentarily held by an attendant, had its head turned to the left, came from the gates very awkwardly and got well back. After giving careful consideration to the matter, the Stewards decided it was inappropriate on this occasion to exercise the powers they have under Rule 12(19) and declared CHIU CHOW BROTHER a non-runner. Accordingly weighed-in was semaphored. SPLENDID PATROL, FERRULE and SELF FLIT were sent for sampling.
