Racing Incident Report

WINNING ATTORNEY, second Standby Declared Starter, was withdrawn on 16.4.04 on veterinary grounds (lame right fore). Before being permitted to race again, WINNING ATTORNEY will be subjected to an official veterinary examination. On jumping, KING OF GAROUPA stumbled. Also on jumping, BULLISH KID was crowded for room between HAPI HAPI which shifted out slightly and A PLUS FIT which got its head on the side and shifted in. As a result of this, A PLUS FIT was straightened to relieve the pressure it was applying to its inside and consequently lost ground. Shortly after the start, SOUTH CHINA NINETY, which had drawn the outside gate, was steadied and shifted across behind runners to obtain cover and consequently raced behind midfield. Making the turn at the 600 Metres, BULLISH KID hung out. Prior to straightening, KING OF GAROUPA was awkwardly placed close to the heels of BEAMING RIVER. Shortly after straightening, KING OF GAROUPA was steadied and shifted to the inside of BEAMING RIVER to obtain clear running. Also shortly after straightening, BULLISH KID was brushed and carried wider by BEAMING RIVER which shifted to the outside of IN THE BANK into clear running. Near the 250 Metres, IN THE BANK got its head up and shifted out abruptly. Throughout the race, TELECOM SUPERBOSS raced wide and without cover, making the turn at the 600 Metres hung out. The Stewards deferred the declaration of weighed-in as they were of the prima facie view that an incident had occurred inside the final 200 Metres which cast sufficient doubt on whether KING OF GAROUPA should be declared the 3rd placegetter. Y T Cheng, the rider of WEALTHY, 4th placegetter, also lodged a protest/objection against KING OF GAROUPA (A Delpech) being declared the 3rd placegetter alleging interference to his mount inside the final 200 Metres. The Stewards considered whilst KING OF GAROUPA shifted some ground after the 200 Metres, resulting in WEALTHY racing tight on its inside for some distance and near the 50 Metres shifted further, causing WEALTHY to be checked, they could not be satisfied WEALTHY would have finished in front of KING OF GAROUPA had the interference which did take place not occurred. Accordingly the Judge's placings as semaphored were confirmed. At a subsequent inquiry, A Delpech pleaded guilty to a charge of careless riding [Rule 100(1)] in that after having WEALTHY tight on his inside for some distance after the 200 Metres, he did near the 50 Metres fail to take sufficient measures to prevent his mount shifting in which resulted in WEALTHY losing its rightful running and being checked. A Delpech was suspended from riding in races for a period to expire on Sunday 9 May 2004 on which day he may resume race riding (5 Hong Kong racedays). The commencement of the suspension was deferred until after the Happy Valley meeting next Wednesday 21 April 2004. J Holder, the rider of THE ONLY ONE, 5th placegetter, was found guilty of a charge of having failed to ride his mount out to the end of the race to the satisfaction of the Stewards [Rule 100(2)]. For this breach, he was fined $20,000. T Mundry (BEAMING RIVER) said he had discussed where the horse should be ridden with the trainer yesterday. He said it had been decided from the barrier if possible to maintain a position behind the speed. He said he was able to do this and BEAMING RIVER travelled comfortably in the run, however, after reaching the lead in the Straight was reluctant to finish the race off. He said after the race he advised the trainer that in his opinion the horse is better suited ridden a little more quietly and saved for one finishing run. The explanation of T Mundry was accepted. IN THE BANK and BEAMING RIVER were sent for sampling.
