Racing Incident Report

The Stewards today interviewed Mr C W Chang, the trainer of WAFER KING, as to the circumstances regarding the horse being entered and declared to run in this race after having been treated with a cortico-steroid on 19 May 2006. Cortico-steroids are prohibited substances as defined by the Rules. WAFER KING was withdrawn by order of the Stewards on 26 May 2006 and was replaced by Standby Declared Starter AURELIAN (R Fradd). Mr Chang pleaded guilty to a charge under Rule 50(2) in that he was negligent in the running of his stable and was fined $30,000. In arriving at this penalty, the Stewards took into account the treatment of WAFER KING was detected by the Department of Veterinary Regulation & International Liaison. In previous similar matters brought before the Stewards, on each occasion the trainer had informed the Stewards of the breach of the Rule. After being boxed, TRIUMPHANT GLORY became fractious, lunged forward and broke open the front gates of its stall. Before being allowed to race again, TRIUMPHANT GLORY will have to perform satisfactorily in a stalls test. The Stewards deferred the declaration of weighed-in while they considered whether THAT'S WIN had had an unfair start. The evidence disclosed that after being boxed THAT'S WIN had been fractious and then just prior to the start being effected again became fractious and put its head down and to the left. When the gates opened, THAT'S WIN was slow to begin as a result of its head being in this position. The Stewards did not believe THAT'S WIN had had an unfair start and accordingly weighed-in was declared on the numbers as semaphored by the Judge. Before being allowed to race again, THAT'S WIN will have to perform satisfactorily in a stalls test. Shortly after the start, TRIUMPHANT GLORY, SEVENS HEAVEN and SPLENDID SAILS were crowded for room between MAIN ATTRACTION and GOLCONDA which shifted in. GOLCONDA was then shifted out to relieve this pressure, however, despite being ridden along failed to muster speed. In this incident, MAIN ATTRACTION also became unbalanced and lost ground. TREASURE RAIDERS was slow to muster speed in the early stages. Also in the early stages, CONQUEROR proved difficult to settle. Making the Home Turn, SEVENS HEAVEN hung out. After the 50 Metres, MAIN ATTRACTION, which was closing the race off fairly, was steadied when awkwardly placed inside the heels of THAT'S WIN which itself was steadied when awkwardly placed inside the heels of PALIO KING. Because of this, neither THAT'S WIN nor MAIN ATTRACTION were ridden out to the end of the race. Throughout the race, AURELIAN travelled wide and without cover. Apprentice K L Chui (GOLCONDA) said the horse appeared unbalanced in its action and as he was concerned he did not ride the horse out in the Home Straight. GOLCONDA, SPLENDID SAILS and DONGGUAN VICTORY were sent for an official veterinary inspection. After the race, GOLCONDA was examined by the Veterinary Officer. He said an endoscopic examination showed a substantial amount of mucopus in the horse's trachea. Before being allowed to race again, GOLCONDA will be subjected to an official veterinary examination. A veterinary inspection of SPLENDID SAILS and DONGGUAN VICTORY after the race did not show any significant findings. The performance of DONGGUAN VICTORY, which finished tailed out, was considered unacceptable. Before being allowed to race again, DONGGUAN VICTORY will have to perform competitively in an official barrier trial and be subjected to an official veterinary examination. THAT'S WIN, CONQUEROR and SEVENS HEAVEN were sent for sampling.
