Racing Incident Report

After all runners were boxed, but before the gates were released, TRADER JOE broke through, dislodged C Brown, its rider. Just after TRADER JOE broke through, all the gates released without the Starter officially effecting the start. The Starter immediately made the decision to declare a false start and he ordered by means of the Klaxon type horn and by means of the recall flag all the runners to pull up and return to the Start. It should be noted that the Starter's decision in relation to these matters is final. DELIGHTFUL SPECIAL and HONEST DRAGON were not able to be pulled up and worked an entire circuit of the course. TRADER JOE galloped a circuit riderless. Acting on veterinary advice, TRADER JOE, DELIGHTFUL SPECIAL and HONEST DRAGON were withdrawn by order of the Stewards. The Veterinary Surgeon on duty at the Start, Dr C P H Osborne, advised that on the horses returning to the starting point he consulted all riders in relation to the work their mounts had done. He further questioned all riders regarding the behaviour of their mounts when the gates prematurely opened. All riders reported to him that they were satisfied with the condition of their mounts and further they were prepared to fulfil their engagements. Dr Osborne also reported that he personally examined the 11 runners which had returned to the starting point and after his observations and considering the information he received from the riders he declared they were in his opinion suitable to race. The Stewards then decided that the race should be re-started as soon as practicable. In the circumstances, the race was then run several minutes late. The procedures followed were in accordance with Rule 28(xi)(a). Before TRADER JOE can race again, it will have to perform satisfactorily in an official barrier trial. NORTHERN FLYER jumped awkwardly. Mainly because of the pace in the early stages, STINGER and ST ALANN were difficult to settle. Near the 300 Metres, MIGHTY LANTERN shifted out slightly away from ST ALANN, this caused inconvenience to STINGER. In the run to the winning post, FOREST SPRING shifted out. ASIA RISING was sent for clinical veterinary examination and routine testing. After the race, it was reported that MIGHTY LANTERN had lost its off side front plate.

Additional Information (10 Oct 2000)
The Stewards today formally interviewed the Starter, Mr P Waldron, regarding his statement on Saturday that after TRADER JOE had broken through, the gates released without he, Mr Waldron, officially effecting the start.

A tape of the race showed that the sectional time was displayed on the film of the race about 3 seconds after the gates opened the first time. This is in accordance with the usual practice and this timing device cannot be activated unless the Starter presses the button to release the gates. It was further established today that one of the Club's technicians, Mr Chan Han Man, had to re-set the Starter's button prior to the re-running of the race. It was further confirmed that the button had to have been pressed by the Starter which let the horses out for what was later deemed to be a false start. During the course of the inquiry, a report was tabled by Mr Gary Yau, Manager, Property Department. This report was primarily to the effect that before the re-running of Race 10 last Saturday, the Starter's button had to be re-set.

For all races run in Hong Kong when the Starter presses the starting button to release the field, a bell will automatically be activated to alert all interested the race is officially under way. There is a back-up device in the Judge's Box which can be activated by the Judge if for some reason there is a malfunction and the bell does not ring when the Starter releases the gates. On Saturday when Race 10 was originally started the bell in question was activated. Mr K L Cheng, who was the Judge on duty last Saturday, today advised the inquiry that he on this occasion did not activate the bell. It was clear the only way for it to have rung was when the start button to release the field was pressed.

Mr Waldron today re-confirmed that to the best of his knowledge he had not pressed the start button, but he conceded the evidence he had been made aware of today clearly established in fact he as Starter did press the start button.

Before the commencement of the season, Steriline serviced all starting gates being used by the Hong Kong Jockey Club. The Club has made arrangements for a technician from Steriline to fly from Australia to again service all gates being used by the Club.

In respect of the evidence submitted by Mr Waldron on Saturday night after the races and further evidence he gave today, it was decided by the Race Meeting Stewards that they do not consider it appropriate for them to take the matter any further or indeed whether the rules permit them to do so. They therefore decided to submit a full transcript of today's inquiry together with this report to the Executive Director, Racing for any action that, in the circumstances, he may deem necessary.
