Racing Incident Report
On leaving the Parade Ring, S K Sit was dislodged from OPTIC FIT. After arriving at the barrier, TIMBER CITY kicked out and made contact with a rail. The horse was examined by the Veterinary Surgeon and after the necessary consultations was considered suitable to race. On jumping, LUCK AND FORTUNE shifted out and ADVANCE AHEAD shifted in. Because of this, SPARKLE, PREMIER BURG, GREAT STAR and HORSE AROUND, which had drawn between these horses, made heavy contact and became unbalanced when crowded for room. Also ADVANCE AHEAD became badly unbalanced behind as a result of bumping with HORSE AROUND. TIM'S TONIC was a little slow to begin. Shortly after the start, PREMIER BURG and GREAT STAR were crowded for room inside HORSE AROUND which got its head on the side and shifted in abruptly. Near the 1200 Metres, CITY FORTUNE, which was racing ungenerously, got its head up when being steadied away from the heels of TIME OF RED WINE which shifted in away from LIGHTING THE WORLD. For some distance after the 1200 Metres, GREAT STAR was tightened for room between PREMIER BURG which was being ridden along to maintain its position and HORSE AROUND which continued to race with its head on the side and shift in away from TIME OF RED WINE. Near the 1100 Metres, GREAT STAR was steadied and shifted to a position behind PREMIER BURG. Approaching the 700 Metres, SPARKLE was inclined to lay out and was reluctant to hold its position between OPTIC FIT and GREAT STAR. Shortly after straightening, COSMO STAR was steadied and shifted to the outside of LUCK AND FORTUNE into clear running. Near the 300 Metres, TIMBER CITY, which was beginning to close the race off, was steadied when momentarily crowded for room between TIM'S TONIC and ADVANCE AHEAD which shifted out slightly. No action was taken. Over the concluding stages, GREAT STAR was awkwardly placed inside the heels of HORSE AROUND which was giving ground. Because of this, GREAT STAR was not ridden out to the end of the race as it normally would be. For the majority of the race, HORSE AROUND raced wide and without cover. A Delpech (TIMBER CITY), 4th placegetter, was found guilty of a charge of having failed to ride his mount out to the end of the race to the satisfaction of the Stewards [Rule 100(2)]. In the circumstances of this case, the Stewards believed the appropriate penalty was for A Delpech to be suspended from riding in races for a period to expire on Sunday 25 January 2004 on which day he may resume race riding (4 Hong Kong race days). The commencement of the suspension was deferred until after the Happy Valley meeting next Wednesday 7 January 2004. When questioned, S Dye (OSCAR STAR) said today was the second occasion on which he had ridden the horse in a race. He said at its last start the intention from the outside gate was to ride the horse in a rearward position and give it an opportunity to close the race off. He said however on that occasion the horse to him showed itself to have a bad mouth and he suggested to the trainer after that race it would be best to allow the horse to run along. He said prior to today's race he was not issued with firm riding instructions, however, when LIGHTING THE WORLD which had drawn to its inside began well and went forward, he elected to allow OSCAR STAR to stride forward and follow that horse across. He said he did not have to make any use of OSCAR STAR to do this and the horse raced further forward than he had anticipated. HORSE AROUND, OSCAR STAR and ADVANCE AHEAD were sent for sampling. After the race, it was noted HORSE AROUND was making an abnormal breathing noise. The horse was examined by the Veterinary Officer who said an endoscopic examination did not show any significant findings.
