Racing Incident Report

After arriving in the saddling stalls, ALICE TOO had its left hind plate reset. ALICE TOO was examined by the Veterinary Officer who said in his opinion the horse was suitable to race. BRILLIANT FLASH was slow to begin. SECRET OF KINGS was a little slow to begin and then shortly afterwards lost further ground as a result of being checked when crowded for room between ALL TIME HIGH which was taken out by BEST POWER and ALICE TOO which was carried in by CIRCUIT HERO. No action was taken. At the 1400 Metres, CLASSA WIN was steadied when crowded for room inside ELFHELM which itself was steadied when awkwardly placed close to the heels of GOOD PARTNER which shifted in. No action was taken. In the early stages, CIRCUIT HERO proved difficult to settle. Approaching the turn at the 800 Metres, CLASSA WIN was steadied when awkwardly placed inside the heels of ELFHELM. The declaration of weighed-in was deferred as the Stewards were of the opinion an incident had occurred shortly after straightening which cast doubt on whether CIRCUIT HERO ought be declared the 2nd placegetter. B Prebble, the rider of ELFHELM, 3rd placegetter, also lodged a protest/objection against CIRCUIT HERO (G Mossé) being declared the 2nd placegetter alleging interference in the early part of the Straight. The evidence disclosed that shortly after straightening CIRCUIT HERO shifted out when not clear of ELFHELM, causing that horse to lose its rightful running and be checked. The Stewards formed the opinion, bearing in mind the nose margin between the two horses at the end of the race, that had the interference to ELFHELM not occurred, that horse would have finished in front of CIRCUIT HERO and therefore sustained the protest/objection. Accordingly the amended placings became No. 2, SECRET OF KINGS, 1st; No. 10, ELFHELM, 2nd; No. 12, CIRCUIT HERO, 3rd; and No. 3, MAN IN THE MIRROR, 4th. At a subsequent inquiry, G Mossé pleaded guilty to a charge of careless riding [Rule 100(1)] in that shortly after the 400 Metres he shifted CIRCUIT HERO out when not clear of ELFHELM, resulting in that horse losing its rightful running and being checked. CLASSA WIN, which was following ELFHELM, was checked in consequence. In the circumstances of this case, G Mossé was fined the sum of $120,000 in lieu of a period of suspension which would cover 3 Hong Kong racedays. From on straightening until near the 200 Metres, BEST POWER was held up and unable to obtain clear running. Apprentice C W Wong (SECRET OF KINGS) pleaded guilty to a charge of careless riding [Rule 100(1)] in that near the 300 Metres he permitted his mount which was hanging in to shift ground when not clear of REAL SURPRISE and CIRCUIT HERO, causing those horses to lose their rightful running, REAL SURPRISE being severely checked and CIRCUIT HERO being checked. MAN IN THE MIRROR, which was racing to the inside of CIRCUIT HERO, was inconvenienced in consequence. In the circumstances of this case, the Stewards believed the appropriate penalty was for Apprentice Wong to be fined the sum of $40,000 in lieu of a period of suspension which would cover 3 Hong Kong racedays. G Mossé was reprimanded for the standard of the evidence tendered during the course of this inquiry. Near the 200 Metres, BEST POWER was checked and shifted out to avoid the heels of ALICE TOO which was giving ground. At the 200 Metres, ALICE TOO, which was continuing to give ground, was steadied to avoid the heels of GALLANT KNIGHT which at this time was carried in by ALL TIME HIGH which itself was carried in by GOOD PARTNER which shifted away from SECRET OF KINGS which was shifting in. No action was taken. Shortly after this, GOOD PARTNER was checked and shifted out to relieve the pressure it had been applying to runners on its inside. When GOOD PARTNER shifted out, it was not clear of MAN IN THE MIRROR which as a result was steadied. For the major part of the race, GOOD PARTNER travelled wide and without cover. ALL TIME HIGH was sent for an official veterinary inspection. A veterinary inspection of ALL TIME HIGH after the race did not show any significant findings. SECRET OF KINGS and CIRCUIT HERO were sent for sampling.
