Racing Incident Report
REDOUTE STAR was slow to begin. FAT DRAGON shifted out at the start, resulting in NOBLE FLIER and DASH AHEAD being hampered. After racing wide and without cover in the early stages, FAT DRAGON proved difficult to settle when attempting to shift in behind ZEPHYRUS approaching the winning post on the first occasion. After the 1200 Metres, ZEPHYRUS was allowed to stride forward to race outside the leader, PRIVATE ROAD. Apprentice M L Yeung (FAT DRAGON) pleaded guilty to a charge of careless riding [Rule 100(1)] in that near the 1000 Metres after obtaining the position outside and on terms with PRIVATE ROAD, he restrained FAT DRAGON in such a manner to cause it to lose ground which resulted in ZEPHYRUS being checked and SABINA, which was following ZEPHYRUS, being severely checked. Apprentice Yeung was suspended from riding in races for a period to expire on Thursday, 16 December 2010 on which day he may resume race riding (3 Hong Kong racedays). This suspension shall commence on Sunday, 5 December 2010 on which day Apprentice Yeung was due to resume race riding from a suspension incurred at the Sha Tin racemeeting on Sunday, 21 November 2010. The Stewards deferred the declaration of weighed-in as they were of the prima facie view that an incident occurred near the 100 Metres which cast sufficient doubt on the first three placings in the race. Y T Cheng, the rider of the 3rd placegetter, INDUSTRIAL LEGEND, and Mr C H Yip, the trainer of the horse, viewed the Stewards’ patrol videos of the incident over the final 100 Metres and decided, after viewing the videos, not to lodge a protest/objection against MASTER DREAMER, 2nd placegetter, ridden by W M Lai. The Stewards decided that there was justification to have the matter resolved formally and openly at a protest/objection hearing (Rule 123) in respect of whether MASTER DREAMER should be declared as the 2nd placegetter of the race. After taking evidence from the relevant parties and after viewing the videos, the Stewards found that near the 100 Metres INDUSTRIAL LEGEND, which was closing off the race strongly, was steadied and lost the running to which it was rightfully entitled when attempting a run between REDOUTE STAR and MASTER DREAMER which shifted out under pressure. As the Stewards were comfortably satisfied that had INDUSTRIAL LEGEND been afforded unimpeded running, it would have finished in front of MASTER DREAMER, they accordingly sustained the protest/objection lodged on behalf of the connections of INDUSTRIAL LEGEND. The placings were therefore amended to become No. 3, REDOUTE STAR, 1st, No. 9, INDUSTRIAL LEGEND, 2nd, No. 4, MASTER DREAMER, 3rd, and No. 7, PRIVATE ROAD, 4th. In this incident, Y T Cheng dropped his left rein close to the finishing line. At a subsequent inquiry, W M Lai was severely reprimanded for permitting his mount to shift out and advised that in future he would be expected to make every effort to keep his mounts on a straight course. A veterinary inspection of SABINA and ZEPHYRUS after the race did not show any significant findings. REDOUTE STAR, INDUSTRIAL LEGEND and MASTER DREAMER were sent for sampling.
